Update on Inpatient Physical Rehabilitation Hospital Certificate of Public Need

Last year we announced that we are seeking a Certificate of Public Need (COPN) for a new, 50-bed inpatient medical rehabilitation hospital to be built near CRMH. We also announced that we plan to partner with Riverdale Southeast, LLC, who will construct the hospital and lease it to Carilion. 

After careful analysis and consideration, we are working toward finalizing a joint venture partnership with Select Medical to manage and operate our proposed new inpatient physical rehabilitation hospital. If approved by the Virginia Division of Certificate of Public Need (VDCOPN), the hospital will be built in the City of Roanoke’s Riverdale mixed-use development.

Our physical rehabilitation team has a well-earned reputation for excellence in caring for our patients who need assistance recovering from TBI, strokes, spinal cord damage and other injuries.

“Starting a joint venture partnership with an organization like Select Medical is the best way for us to elevate IPR, build a new state-of-the-art facility and ultimately care for the many patients in our community who need our services,” said Lindsay Collins, vice president of Hospital Operations. “We’re working toward finalizing our agreement with Select and have asked IPR employees to share their input with us before we complete the partnership.”

Our engagement with Select has been based on the company’s national reputation with their current partners, patients and teams in inpatient physical rehabilitation care. We discovered Select closely matches our mission, culture and values.

This partnership would enhance the IPR care we offer to our community, capitalizing on Select’s financial resources, knowledge and IPR expertise. We believe Select’s approach to IPR would allow us to serve even more patients in our community more effectively.

We submitted a COPN application for the new hospital on May 1, 2024. Last Friday, April 25, in Richmond, the VDCOPN held an Informal Fact-Finding Conference (IFFC) on our application, including details about the proposed joint venture partnership and our development partners. Virginia's Health Commissioner will announce her decision later this year.

We have proposed partnering with Riverdale Southeast, LLC, the Roanoke-based developers repurposing the industrial Riverdale property near our Carilion Medical Center campus.

The new 50-bed hospital would house 34 medical rehabilitation beds relocated from CRCH and 16 new beds. Additional hospital details and our plans for CRCH continue to be finalized.

If the process goes smoothly, the proposed hospital would open as early as late 2026.
